[TYPO3-core] RFC #9452: config.basRefPrefix is applied only to a fixed set of directories

If someone removes the last two from the list, it will break the whole site. I would not trust to users on this. I am for a balance between safety and flexibility :) Some values should be there always. Therefore I made "additionalAbs...." :)
