[TYPO3-core] RFC: #9864: felogin: Drop languages from locallang.xml

Hi,

this is a SVN patch request.

Branches: trunk, 4_2

as the languages are coming from translation server they are not needed 
in locallang.xml and locallang_db.xml any more.

This reduces loaded filesize to 100KB !

Dmitry takes care adding the missing languages to translation server,
