This does not work well for some languages either. For example in
Russian there are two forms for "folders" depending on the
preceeding number:

1 каталог

2 каталог*а*
3 каталог*а*
4 каталог*а*

5 каталого*в*
6 каталого*в*
(and so on)

21 каталог

22 каталог*а*
23 каталог*а*
24 каталог*а*

25 каталого*в*
26 каталого*в*
(and so on)

100 каталого*в*

I guess same will be in some other languages (Ukranian, Belorussian,
Serbian???, Bulgarian???).

What about dropping "folder" and "folders" completely, leaving only
numbers and adding a new label that sounds like "Number of folders
to create:"? This will look correctly in all languages. Also it will
let people to focus on numbers (no need to read "folders" word in
the select box).
