[TYPO3-core] RFC: #9793: No way to hook into the publish process for a workspace

Hi,

i don't know what happens with newslist atm, i posted today "after" the 
problems, but all messages from today a lost again.
There was a voting from Julian (please vote again)

And my voting (+1 by reading and testing)

I changed the patch
* removed globals $TYPO3_CONF_VARS
* formatted with CGL
* created patch against root dir

This can't go in 4_2, as it's no bugfix, so it will go to trunk only.
I will commit it in 24h after Julians re-vote if noone objects.
