[TYPO3-core] RFC: #undefined: Turn the workspace selector into a drop down toolbar item menu

Hi all,

here is version 2 of the patch.

Changes:
* includes Steffen's more prominent dieplay of the current (draft) 
workspace above the page tree
* fixes the FE preview problem Tobi ran into by introducing a JS 
variable that is initialised when loading the backend, and is altered 
accordingly when the WS is changed. Now when clicking the FE preview 
icon that variable is checked and upon its value it is decided what to 
show, either the compare view or the FE preview.
