[TYPO3-core] RFC #9772: t3lib_parsehtml_proc does not provide Page TSConfig to user-defined RTE transformations

Problem:
While t3lib_parsehtml_proc does receive the full Page TSConfig, it does 
not make it available to user-defined RTE transformations.

Solution:
Make Page TSConfig as public class variable and assign to it the 
received configuration array.
