[TYPO3-core] RFC: #9758: Write Configuration to extTables.php

Hi,

i changed the patch according to the comments.

* allow change only for $TCA and $TBE_STYLES
* allow change only if TYPO3_extTableDef_script is available
* simplified labels
* changed vars from $TCA to $GLOBALS['TCA'] etc. for writing
