[TYPO3-core] RFC #9755: Incorrect initialization sequence in class browse_links

Problem:
The document is initialized too late for any hooking browser to have the 
opportunity to add required JavaScript libraries to the header of the 
document.

Solution:
Create the document before initializing the hooks.
