[TYPO3-core] RFC #8554: installer doesn't check DB problems when creating admin user

Hi!

This is a patch request (trunk, TYPO3_4-2).

Problem: The INSERT statement's result isn't checked. So when something 
is wrong, you'll never know.

Solution: Check the result and display an error message if necessary.
