I suggest to use the older patch of yours, because IMHO a) you shouldn't 
have any code except the XCLASS loader outside a class file and b) sL is 
fine because it has a label cache, so the local lang file will be loaded 
only once.

Yes, old code isn't always that way (a), but the direction is to move to 
a one-class-one-file rule and any executed code outside the class 
declaration is not the way to go.
