[TYPO3-core] RFC #8496: TCEforms: Help Icon is not in the docheader

Hey guys,

this is a HCI-related SVN patch request.

Branches: trunk + TYPO3 4.2

Type: Visual cleanup / bugfix.

Problem: The Help Icon for the TCEforms module is not in the docheader 
but on the bottom of the page.

Solution: Just move it in the docheader to keep it consistent with the 
rest. It was already thought of patrick in the first place but was never 
moved.
