[TYPO3-core] RFC: #7837: Always generate Icons

Hey Masi, Ingo and Dmitry,

what's the status on this?

Otherwise I'd like to set the default to "0" for 4.3 (or even 4.2.1) 
until we come up with a new cool solution... Because the option is STILL 
set to "1" by default. It sucks.
