Yes, of course. But the point is that having an unlabeled tab is not 
good in terms of usability. If the tabs are activated for whatever 
reason, the unlabeled tab really looks like a bug.

I think it is cleaner to remove those unlabeled tabs altogether. It's 
just a clean up.
