Problem:
When you are in Live workspace and have selected a draft workspace in
the Workspace module under "Options", no notification email is sent when
changing the state of any record.

The problem here is that the "record" of the live workspace is returned
by t3lib_userauthgroup::checkWorkspace. This record does not include
settings for stage change notifications, so no notifications are sent.
When selecting the draft workspace for editing, everything works fine.


Solution:
Check for workspace of record when publishing and get information for
that workspace.
