[TYPO3-core] RFC: #7612: cannot clear extension's FE cache from Backend

Hi,

attached as a RFC is the promised documentation fix. It also adds the 
missing "public" keyword to the affected function, cleans up its 
documentation and removes trailing whitespace.

The patch is for the 4_2 branch. It does not contain any code changes 
(except for adding the implicit "public" keyword).
