[TYPO3-core] RFC: #6907: "Conflicts" check ignores version

This is SVN patch request.

Problem: conflict check im EM completely ignores versions. So it is impossible to say that one extension conflicts with specific version range of another extension. Once extension is listed in "conflict" section, it will always conflict.

Solution: add version check.

How to test: firsts, try to install the test extension. TYPO3 will not let you, saying that it conflicts with "sv". But in fact it conflicts with version rnage 0.0.0-0.0.1 of "sv" (current version is 1.0.0). Next apply the patch. Now you can install extension. You can adjust extension conflict settings in ext_emconf.php to play with it for testing.

Patch is made over 4.2 trunk.
