[TYPO3-core] RFC: #7896: Hide the page browser if not enough entries are available

Problem:
Currently the page browser (frontend, tslib_pibase) is shown in any case.
Its independent of the amount of entries which are available for browsing.
In most cases this behaviour isn't desired.

Solution:
I added the needed code and a new option forceOutput which can be used to
show the page browser in any case. The option is set to false as default.

Maybe this time i have more luck with my patch. :-)
