[TYPO3-core] FYI: Fixed bug #7878: Extension cannot override a previously defined htmlArea RTE hotkey

FYI: The attached SVN patch was committed.

Problem:
An extension should be able to override an hotkey definition.

Solution:
Remove error generation. Keep event logging for troubleshooting.
