[TYPO3-core] RFC: #7854: Docheader: moving function menu to the left in second row

Globally it looks fine and it is really much more convenient to have the 
function menu at left rather than far out right.

Two problems howerver. Your patch failed on the following files (and I 
tried with a clean copy from the SVN repository):

typo3/templates/db_new.html
typo3/templates/db_new_content_el.html
typo3/templates/move_el.html
typo3/templates/show_rechis.html

When there's no CSH to the left, the function menu looks badly aligned. 
See attached screenshot taken in the EM. Some padding would be in order 
I think.
