[TYPO3-core] RFC: #7850: error in publish.php if errors in TCE should be shown

Problem:
We get the following error when publishing a workspace :

Fatal error: Call to a member function getLL() on a non-object in 
/var/www/internal/typo3/typo3_src-4.1.2/typo3/mod/user/ws/publish.php on 
line 184


Solution:
Its a no brainer: instead of $LANG $GLOBALS['LANG'] should be used to 
display the label
