[TYPO3-core] FYI: Fixed bug #7834: htmlArea RTE block operations may produce invalid document structure

Problem:
In some contexts, formatblock, blockquote and indent/outdent may produce 
invalid node hierarchy.

Solution:
Prevent the wrapping of block elements by improper parent node type.
