[TYPO3-core] RFC: #7827: There is no mouse pointer icon for the links in IE

Hi,

this is a SVN patch request.

Problem:
in IE there is no pointer icon for the links of IRRE, so this doesn't 
look like an link!

Solution:
Apply the patch
