[TYPO3-core] FYI: reintroduced the save button in user settings, removed navigation mode option when not in backend_old

Hi,

I just reintroduced the full blown save button in user settings as it 
was very confusing to have it in the docheader as the only button and 
many already clicked the reset button accidentally.

I also fixed a leftover from the Cleaner Backend Project: When using the 
new backend it doesn't make sense to have an option for the navigation 
mode - this is now only available in backend_old
