[TYPO3-core] RFC #8833: Bugfix: Check-type field checkboxes have no labels when in 1-column display

Problem:
When a field of type "check" is displayed by class.t3lib_tceforms.php on 
a single column, the labels have no label tags around them.

Solution:
The labels are rendered for multiple-column layout so it's just a 
question of copying that code to the single-column layout.

Notes:
This is just a usability bugfix.
The labels are not well-aligned, but there's a pending patch by Uschi 
about this and I'll take a look at it now.
