[TYPO3-core] FYI: Fixed bug #8660: htmlArea RTE configuration option formatblock.restrictToItems does not work

FYI: The attached SVN patch was committed.

Problem:
The option is not set due to incorrect name used when referencing the 
option value.

Solution:
Fix the error.
