[TYPO3-core] FYI: Fixed bug #8716: htmlArea RTE: target configured on link class not honoured

Problem:
When a target is configured on a link class 
(RTE.classesAnchor.[id-string].target), the target is not set when the 
class is assigned.

Solution:
Set the value of the target whenever the class is assigned. However, the 
target will be reset when the user changes tab (presumably with the 
intent of changing the link type), the class selector becomes without 
any selected option, and the target field is configured not to be 
displayed. Otherwise, the pre-existing target value would be re-applied 
and would possibly be wrong, being hidden from the user. Similarly, the 
target value will be reset if the target field is hidden and a class is 
assigned that specifies no target.
