[TYPO3-core] RFC #8591: Umlauts get broken in shortcut menu while renaming the shortcut

Tested, double-checked, cleaned up the patch and added some 
documentation, and then commited the attached patch to 4.2 (rev. #3789) 
and trunk (rev. #3790).
