[TYPO3-core] RFC: #8108: Extension configuration options are not always shown

Hey Steffen,

very nice! +1 after testing. I also tried a few other possibilities to 
install an extension and played around with the EM for some time, works 
as expected. Thank you so much!

Ready to commit then, right?
