[TYPO3-core] RFC #9063: Feature: Make Position of Editpanel more flexible

Hi,

I think this is a little misunderstanding.

I'm not talking about the ADMINpanel, but the editpanels, that are
displayed beneath each content element (->box with icons for editing,
adding and moving content).

Sorry, if I didn't make myself clear, my english isn't that good.
