[TYPO3-core] RFC #9060: Wrong alert text in Constant editor

Hi!

This is SVN patch request.

Branches: trunk

Type: bug with new functionality

Problem: if you edit a constant of "file" type in Constant editor and check the box near "copy" icon, you get a window as shown on the screenshot. It asks a question but provides only "OK" button.

Solution: Convert "alert" to "confirm" and reset the checkbox if user does not agree. Additionally move hardcoded question to the language file.

I did not break long line to many lines with 80 chars in length because it would look very different from the other lines in the file. There was a wish not to change look a lot.
