[TYPO3-core] RFC #8505: String "File/Files" in Fileadmin are hardcoded

Hi
 
i updated the patch one time more:
 
* Remove all other labels (do this in extra patch)
* This patch include now only the transable 'File/Files'-Labels and some
small code cleaning for this function.
