[TYPO3-core] RFC #8948: phpDoc @internal hides public functions of t3lib_div

Hi!

This is a patch request for trunk.

Problem: Eclipse doesn't allows @internal function for code completion.
For some reasons a number of t3lib_div functions are marked as @internal
without any apparent reason.

Solution: remove this @phpDoc comments.
