[TYPO3-core] FYI24: #8934: lowlevel: change compatibility version to 4.3.0

Hi!

This is SVN patch request.

Branch: trunk

BT reference: http://bugs.typo3.org/view.php?id=8934

Problem: lowlevel sysext gives warning during installation on the current trunk because its maximum compatible version is set to 4.2.99.

Solution: set it to 4.3.0. We should not set it higher because this sysext should be reviewed for each major TYPO3 version.

If no one objects, I will commit the patch till Monday.
