Yes, this looks nice to me too. There is then a way to uninstall the 
complete "help" and have no module left there.

Maybe the "about" module (About TYPO3) should be "required", as it tells 
the user / admin about TYPO3 and the GPL license.

Another thing in my mind is that after a simple upgrade of an existing 
installation, the help icons will be gone, as they are not among the 
list of installed extensions (as those were no extensions before). So we 
need an upgrade wizard where these extensions are added to extList to 
provide an easy upgrade path.

After that changes you can expect a +1 from my side too.
