[TYPO3-core] RFC: #8719: File upload ends up in parse_url-Error

Hi,

true, I have stumbled over this, too. The output of parse_url is not an 
error, but a warning. And the warning only comes if you have 
displayErrors set to "1" or are a developer in the correct IP-mask to 
get PHP-warnings. So consider this, if you are testing.
