[TYPO3-core] OT: Adding BT tags possible?

Hi folks,

I've seen that there are many bugtracker entrys which were proposed on
this list, but the tag "pending in core list" was missing.

Question: Is it possible for non-core team members to add and remove
these tags? Otherwise I think we should fix this, because it gives us a
great overview about what still needs to be done.
