Problem:
Various enhancements to the acronym feature of htmlArea RTE

Solution:
Allow the insertion of acronym records anywhere in the page tree.
Add Page TSConfig property allowing to specify a list of PID's from 
which to retrieve acronym records.
Disable the button/tab if no applicable records are found.
Enable the button in IE6-, but disable the abbr tab.
Show the button as active when the cursor is inside an acronym/abbr element.
