Well, what it really boils down to is that there are no rules for
translators. From a functional point of view I think all labels used
throughout TYPO3 should be in locallang file, except when such file is
not loaded yet. From a practical point of view advice could be written
about which words would better be left untranslated. But at least the
possibility exists to translate when necessary, as Partick mentioned
earlier in this thread.
Anyway I don't know the status of translations. It is probably good in
German given the size of the community, but I know the French one is
pretty patchy.
On a personal level I only use English. But still IMO it should possible
to localise every single string.
