[TYPO3-core] RFC: Bug #7202: Debug renders wrong table with empty arrays

This is a SVN patch request.

Problem:
t3lib_div::debug($a) has errors in rendered Table, if $a is an empty Array:
A closing </table> Tag is then missing.

Solution:
Add </table> tag to 'empty'-message
