[TYPO3-core] RFC: PHP dies in FE/BE/install tool

Problem:
The BE and FE are complete broken: Only the following message gets
displayed (nothing else):

The configuration file was not included.

This is because the file t3lib/config_default.php is completely empty.

This affects TYPO3 4.2alpha3 as well.


Solution:
Revert the file t3lib/config_default.php from revision 2913 (where it is
completely empty) to revision 2905 (this is the previous revision).

(There is no patch attached; reverting the file will suffice.)
