[TYPO3-core] RFC: feature request #7161: create a shortcut manager to delegate calls to create a new shortcut to the right target

Problem:
As the current (alt_main.php) and the new (backend.php) backends have 
different ways of creating shortcuts it is necessary to introduce a 
shortcut manager that delegates a click on the "create shortcut" icons 
in the BE.

Solution:
The provided patch creates such a shortcut manager. In the old backend 
it will delegate the call to the shortcut frame, in the new backend it 
will call a method of the shortcut menu

Notes:
This RFC is required to commit the new shortcut menu before releasing 
alpha3 tonight!
