[TYPO3-core] RFC: Bug #7126: IRRE - Child records are shown floated and not as blocks in Safari

This is a SVN patch request.

Problem:
Collapsed child records in TCEforms view are displayed as inline and not 
as block elements. Thus, all child records are floated from left to 
right which looks a bit confusing (see screenshot in bugtracker).
This issue occours in Safari only.

Solution:
This bug is caused by a CSS change introduced in RFC #6104. There the 
Internet Explorer had some internal problems with displaying the IRRE 
children correctly. In some cases, parts of the HTML elements 
disappeared on hovering an element. The solution is to restrict the CSS 
fix of RFC #6104 only to Internet Explorer.

Comments:
Since this issue is related to IRRE only, I'm going to commit in one
week if nobody objects.
