[TYPO3-core] FYI: Fixed bug #7052: Permission problem of RTE images

FYI: The attached SVN patch was committed.

Type: Bugfix

Problem:
htmlArea RTE creates images under uploads with wrong permissions.

Solution:
Use chmod and $TYPO3_CONF_VARS['BE']['fileCreateMask'])
