[TYPO3-core] FYI: (major) Feature: Improved handling of block elements by htmlArea RTE

Problem:
This is a major enhancement to the way htmlArea RTE handles block elements.

Solution:
- Improved behaviour and configuration options of formatblock and 
blockstyle drop-down lists
- New Page TSConfig RTE sub-array mutuallyExclusiveClasses
- Assign multiple classes to block elements
- New buttons insertparagraphbefore, insertparagraphafter and blockquote
- Indent/outdent using div container instead of blockquote element 
(configurable)
- Align using class instead of align attribute (configurable)
- TAB/SHIFT TAB behaviour modified within tables
