[TYPO3-core] Checkbox "Disable RTE editor" removed - why?

Two options in user-setup module:
* disable RTE (disables RTE like currently)
* default plain edit (RTE can be enabled by big-button and by link "open
RTE in full window"

Any other suggestions?
