[TYPO3-core] FYI: Partially fixed bug #6714: htmlArea RTE: Poor tag handling everywhere in Opera

Problem:
There are many bugs in Opera in their support of editable content. They 
have finally fixed some bad ones with Opera 9.5 (still beta however). 
Most features recently added to the RTE work correctly in this version.

Solution:
The attached patch raises the version requirement for the RTE to be 
enabled in Opera to 9.5. It also adds a warning in the EM in order to 
make it clear that this is still experimental. While the RTE may be 
usable in some reduced configurations, it can not be considered stable 
in Opera and there is no point attempting to make it stable in versions 
earlier than 9.5.
