Problem:
This is a follow up to bug #7297 (Incomplete tabs appear in tt_content 
when activating dividers2tabs). There are a few other system tables that 
have --div-- markers in the types definition, but without labels.

When dividers2tabs is activated these incomplete --div-- appear as empty 
tabs, which looks like a bug and is bad for usability.

Solution:
Clean up tables: be_users, be_groups, fe_users, fe_groups, pages, 
pages_language_overlay, sys_template

Notes:
I did not clean up sys_actions.
