[TYPO3-core] RFC: installer doesn't honour fourceCharset (bug #1358)

Here is an updated patch for latest TYPO3_4-2 which I'd consider to be 
ready for commit.

The change to the BE login page (typo3/index.php) was not necessary, 
because that already uses the correct charset by means of a header being 
sent by typo3/template.php.
