[TYPO3-core] FYI: Fixed bug #7698: htmlArea RTE fails to load due to missing toolbar constraints

FYI: The attached SVN patch was committed.

Problem:
The RTE fails to load if button unlink is configured in the toolbar 
while button link is not. The same may occur with some table operations 
buttons if button table is not configured.

Solution:
Allow RTE extensions to apply constraints on the toolbar.
Unlink will not be available if link is not. No table operations button 
will be available if button table is not.
