I think you simply need get one of DLLs here:
http://pecl4win.php.net/ext.php/php_timezonedb.dll

You put it to "extensions" dir inside PHP installation and modify php.ini to include this library ("extension=php_timezonedb.dll"). You can check old and new version of timezone database using phpinfo().
